Hi , This information may not be relevant but it may give a clue as to your problem’ Start about half way down the page, (at the DC IN LED heading). It shows how to interpret the LED error codes. The blinking may be a code in a hexadecimal format. It is different to yours as it doesn’t mention amber/white lights but perhaps the principle is the same. Amber = 1 white = 0 maybe.

My Toshiba Portege R30-A did this on the power LED indicator, and the cause was one of the RAM was faulty. Once the stick was replaced the laptop posted. I’m not sure how universal Toshiba’s LED codes are like this but maybe give it a try

I had the same issue with an old Portege z30-A-1G6 recently: previously working fine, now wouldn’t boot and just two orange and two white flashes from the power on/off indicator LED. Following Watercannon’s suggestion, it turned out that one of the two SODIMMs had gone faulty: once removed, the laptop booted just fine. It doesn’t seem to be in any user guide but if two models of Toshiba display the same indicators, then probably others do too…
