The sleep indicator light is solid when you press the power button, the machine restarts automatically, then the sleep light flashes once, the machine has no display, the display doesn’t turn on, it does this with ram, without ram, with battery and without a battery, any help appreciated

I went ahead and replaced the logic board and the machine definitely works with no issues now

Way to much guessing going on here. First thing to do is verify what machine you actually have and we can see what the know issues are. The model you have listed did not have the nVidia GPU issue. Go to this link and insert your serial number and report back what you have. Next do you have any history on this machine? Do you have another Mac or another mag-safe adapter? https://everymac.com/ultimate-mac-lookup

This might very well be a problem with the MagSafe DC in board. I suggest replacing it.MacBook Unibody Model A1342 MagSafe Board Replacement MacBook Unibody (A1342) MagSafe DC-In Board Update (10/10/2018) @coreycusick It appears that getting a new Logic Board would be a good idea. iFixit sells the Logic Board you will need for this Mac for about 100 USD.
