I replaced the disc drive in my PS4 and swapped the boards from the old to new, but when I turn the PS4 on you hear the drive run like you’re trying to insert a disc, then it stops and wont allow you to insert a disc. I’vr factory reset, but nothing seems to fix the issue

My first question would be: What led to swapping out the drive? Next question is: Is the thick ribbon that goes from the motherboard to the daughterboard intact and fully inserted correctly? One way to test for this, even when the console is off, is to hit eject. Normally, you’ll hear a triple beep. If that ribbon is damaged (or absent, I’ve done it), it will likely ignore the call for eject. A call for eject SHOULD work because it sounds like you’re describing a drive that is trying to take in a disc and then gives up after being unable to complete that task. If the arms on the drive are held open even a little bit, the switch on the KLD-001/002 (intake motor board) will be made. Which means once it gives up from being unable to finish pulling in an imaginary disc, the board will no longer try to intake until that switch is no longer made and then made again. I don’t think the fuses are a problem because you described it sounding like it was trying to take a disc in. The intake motor would not operate at all in the event of a fuse being blown. Finally, I’d want to know the model number of the original daughterboard compared to the new one. Are they both BDP-010 or 015? Are they both BDP-020 or 025? If not, then you’re going to have a mismatch of local ribbons on the drive. Let me know what you find so I can assist you further if you still need.
