My iPhone 5s is stuck on the hello screen and won’t go to the home screen. I can’t activate my phone again until I can get to my home screen but I can’t get to my home screen unless it’s activated. How do I fix my phone?

Do you mean it’s not responding to your Touch (swipe) control or button press? I would try a hard reset first (Home & Power Button for 10 secs). If that doesn’t do anything, you could consider a DFU restore although that will overwrite your data. You could also let the battery deplete itself and restart to see if that does anything.
