I just replaced the right IO board and cable via the parts and guide from iFixit. Upon powering up the machine it still does not work. Any thoughts to the next step?

I don’t see any visible damage on the logic board connector. As you replaced both the I/O board and the cable, that leaves the issue is something on the main logic board. I think you’ll need to find someone local to help you here. Do you have an independent mac repair shop near you (assuming you can get to them given our current corona virus outbreak)? You’ll need to find someone who has the skills to diagnose the logic board and repair it.
