If you delete something from your download history does it completely delete itself from your phone
A download history is just a record of what you have downloaded in the past. If you want to actually download the files from the phone use the “my files” app and it will show all the files on your phone. Tap and hold the files you want to delete and press the “delete” or “Trash Can” icon (depends on the app).
